Except for photo sessions, where we accept the stop-action of the camera lens, the majority of your figures should be in poses or positions such that we do not expect to see them move.
Suggestions: Woman with children looking in store window [detail that interior] customer talking to vendor at the newstand, small crowd around a street corner musician [music optional] attendent
(customer these days) gassing up a car, hunter with gun at 'port-arms' half hidden by brush at the edge of a field or forest, driver standing by the door of his truck while he waits for the dock crew
to get back from coffee-break, a couple of three piece suit types doing a plea bargain on the courthouse steps; seated people where-ever possible: rocking on the porch, waiting for the train, playing
checkers or girl-watching in front of the firehouse, picnicing, etc.

I remember seeing an article about a guy who took one of those small Watchman type TVs, built an O Scale "big screen" TV console and mounted the Watchman in the console. You could look through the
window and "watch" TV!!! If I remember correctly, he had it hooked to a VCR and was playing train videos.
It may have been HO, but it seems like it was O.
In N Scale, you could make it a drive-in theater.
